Appends one value at the owner end.

true when published; false when the bounded deque is full.
Failure
A full result leaves the deque unchanged. No resize, execution, spill, wait, or other scheduler policy occurs.
Thread Safety
Owner-only. Exactly one thread may call tryPush and pop.
