Module raster.neighbourhood
Public fixed 3 x 3 raster neighbourhood operation.
M2.3 exposes one semantic radius-one neighbourhood primitive over an already-materialized resident source. Logical dependency derivation, ContextDeficit interpretation, border policy, execution specialization and scheduling remain outside this public contract.
